What are the advantages of using ON1 in conjunction with photoshop elements.

I recommend checking out their website and also downloading their On1 effects 10 and playing with it (it's free!). You can do some pretty niffy things with it, and in the process you will become more familiar with their product and services.

The ON1 Photo 10 collection contains 6 modules – Browse, Effects, Resize, Portrait, Enhance, and Layers. You get all 6 modules when this program is installed as a standalone. When it is installed within Elements, you will get only 4 of the modules – Effects, Resize, Portrait, and Enhance. It goes without saying that Elements does not need Browse or Layers. What should you get? You should make a decision based on your needs, interests, and budget. Why pay for something that is available in Elements?
My suggestion is . . . download the free trial and test the waters. But, before you download this program, make sure your video card offers the minimum required OpenGL support and also check this program's compatibility with the version of Elements you have.

If you are a paid member to Photoshop Elements techniques, because it it shutting down at the end of the month.They are making on 1 photo collection 10 for free.

I got the full version of Effects 9 (the predecessor of Effects 10) a couple years ago when they were offering it for FREE; we really enjoy it and use it quite a bit.
Be advised, though, that the currently FREE version of Effects 10 lacks about 60% (the best 60%) of what is available in the paid version.
Try it anyway to get an idea of what it does; just remember that the paid version will do a lot more.
A couple things I myself have learned:
Like Sepiana already said, your video/graphics card MUST be up to the task; however, if it is not, all is not lost --- so long as you only apply one effect then "save and close"; if you want more effects on that image, reload each version and apply the next effect --- one effect at a time.
With a graphics card that is not up to the task, applying more than a single effect at a time will result in the program crashing/freezing when you go to "save and close"; this does not harm anything; it is just annoying and you lose your work and time and have to start over.
I recently upgraded to a much better graphics card and now I can pile on the effects and it will handle them like a fat sow handles shelled corn.

I'll echo this statement. I had exactly this problem and ended up replacing my 5+ year old graphics card.
