I just had to look this up and it was so good that I decided it may help others.

I recently added a new Windows 7 Pro computer to our fleet; and, when I first tried to use the UGEE pen-tablet, all sorts of weird stuff started happening that was not at all what I wanted, nor even sensible.
I did something very simple, I don't quite remember what, and the UGEE then worked as I wanted --- just like it did on the other computer.
Lately, little annoying quirks had been slowly creeping in; and today, it got plumb annoying to the point that several functions got completely replaced with different functions.
Everything I touched with the pen got a big fat circle around it; then, when I lifted the pen, millions of little disappearing halos radiated away from that point, like ripples from a pebble being tossed into still water.
Also, for the last couple days, I had picked up a new icon in the "show hidden icons" thingie down in the right corner; "Flicks"
Hence my search for a solution.
The information given says for a Wacom pen-tablet; but, regardless of brand/model, none of them will perform correctly when this Windows-included trash-ware takes over; it makes me wonder just how many unknowing beginners have became wrongfully disillusioned with their shiny new pen-tablet.
I don't know why all of that stuff decided to turn itself on; I have updates completely disabled and don't think I have done anything myself to turn that stuff on.
By the way, I do have the correct/most-recent drivers installed; this Windows stuff just confuses them.
