Thank you, Sepiana; you said it better and in less words.

In this forum is there an option for paid work requests ? As far as paid work, I've never seen anyone offering that service on this forum.
Please refer to this statement to learn how we stand on this issue.
Rule 10 - Solicitation of editing services
The forum is here to help people who own a copy of, and work in, Photoshop Elements or related photo editing software; or are interested in learning about it. We do not offer services to create works for people, as that is just not what this forum is for; If a forum member here would like to help you, that's great, but we would request that this is done privately outside of this forum. Alternatively, there are lots of sites out there offering such services . Source: Photoshop Elements & More Forum Rules

It sounds like you are making headway. Make one of the extra levels adjustment layers that you made a while ago visible/active and paint black along the line/stripe where you do not want the work to affect; in photo-shop language, paint out the areas where you do not want any changes. The work will only show in the white areas of the adjustment layer. Post the improved work in progress so we can see how well it is coming along. To do this, File > Duplicate; Layers > Flatten all Layers (on the duplicate you just made --- not your working image); save as a copy. By the way, and you may already know this, just to be safe, File > Save As (a layered PSD file) your work often as you progress; thus, should the computer or Elements shut-down unexpectedly, or you make a blunder and delete or lose something, your progress/work is safely saved where you can retrieve it and all is not lost.

That is an impressive improvement.
You are definitely on the right track.

I definitely can see a difference. You are on the right track. Don't give up!
Just some advice . . .
Go easy on yourself! This is a very complicated editing job. Take one step at a time, baby steps if needed. Take a break; don't try do it all in one editing session. Save your files with all the layers intact (PSD format). In this way you can go back to it any time.
Play around with different settings for the brush (size, softness, opacity). You may even have to do an extra touch-up at the end of it all with the Blur tool to make the repaired areas blend even more with the other areas.

In the old Elements Village, I posted a picture of a bird that had a very similar ghosting of a small twig right through the middle of the picture, asking for the same advice. That rings a bell; do you recall about when that was? Was your username buckskin there as well?

I stumbled onto EV just a few short months before the end.

The person who helped you might have been Hans (havov). He was very good at tackling problems such as these. Sadly, he has not been active in our new forum.

I stumbled onto EV just a few short months before the end. I captured some of the most recent EV posts before it closed, but I didn't see the one mentioned. Was it in the Photoshop Elements Editor board do you think, or somewhere else? There were several boards where it could have been: Show Your Work, Share Techniques, Before and After, etc.

I will try and seek it out; of course, I haven't the foggiest how I might have labeled it at the time. Other than it being a picture of a bird, it had exactly the same problem as the dog picture.

There were several boards where it could have been: Show Your Work, Share Techniques, Before and After, etc. I remember that post quite well. It was a picture of a bird sitting on a branch. Unfortunately, there was a twig (twigs?) going over its body. BuckSkin asked for suggestions on how to remove the twig or make it less obvious. Unless he posted in the wrong board, the most logical board would have been the Photoshop Elements Editor.
