Is it possible to do this kind of thing in Photoshop Elements please. I did this in CraftArtist using the Arrange>Join>Subtract then Break Apart commands to get the result I wanted and then I was able to give the scroll part of the design an effect. However so far I can't find a way of doing it within PSE. It may be that I'm missing something or perhaps it just can't be done. The scroll in this case is a brush from the seleneheart flourishes set. The BG is from a Daisytrail kit – Graceful Dancer.

I am not sure this answers your question but . . .
After you have created the ornamental design (with a brush or a custom shape) and have applied a layer style, etc., you can use the Quick Selection tool or the Magic Wand tool (with "Contiguous" turned off) to select the area you want to be removed and then press the Delete key.
Is this what you want?

Try this - after you put the design on your background, select it by control clicking on the thumbnail of the design layer - then go to the background layer and hit delete. Deselect and add a layer style to the design. (you may have to erase the background above the design -- and after deleting, you may have to move the design up a bit to get that white space under the design.
I'm off right now, but I'll play later and see if my idea 'holds water'

Thank you ladies for your help with this. Sepiana this is along the right lines of what I'm trying to do but I'm sorry I think I must be missing a step or something here because when I use the Quick Selection tool or the Magic Wand tool the whole page gets selected – not just the area I want to remove. Janice I have managed to do something like it using your method but I was hoping not to have to use eraser as it would be practically impossible to achieve the effect on a more complicated design/pattern. See this one for example…see how neatly edge of the paper follows the flower. That would be really difficult to achieve using the eraser I think.

This should not be happening. When you use the Quick Selection tool or the Magic Wand tool to select the area to be removed and you press the Delete key only the area within the boundaries of the marching ants will be deleted. See my screen shot. The marching ants have enclosed just the area in the corner. When I pressed Delete, only that area was removed. The rest of the background area remained untouched.

I really like that effect - I can understand why you'd want to figure a way to do it with PSE.
selections are not necessarily as clean as you'd like them to be. I can see the exact problem you mentioned being an issue.
Can't work right now, but you have given me an intriguing problem to try out later. I'll get back to you.

selections are not necessarily as clean as you'd like them to be. I can see the exact problem you mentioned being an issue. In this case, the selection doesn't have to be very clean. The area being selected (background) is underneath the ornamental design.
I cannot see how Elements would delete the whole background area when part of this area was selected. Elements is designed to stay within the boundaries established by the marching ants. I have tried again and again with both the Quick Selection tool and the Magic Wand tool. Each and every time only the area selected, the little area in the corner, was deleted.

I think I must be doing something wrong as I can't replicate what you appear to be doing Sepiana.
I am putting the BG paper in the workspace and on the next layer the scroll or whatever embellishment I want to use. Are you putting the marching ants on the scroll or on the BG paper?
If I put them on the scroll then go to the BG paper and press delete I still am left with the bits of BG that I want to get rid of and have to use the eraser tool which is what I don't want.
But if instead of putting the marching ants on the scroll and I go straight to the BG paper and try to delete the part I want the whole page is selected and I can't do it. I'm not expressing myself very well but hope you can understand what I'm getting at.

Billie Jean I think this looks pretty much like your original, but if you were looking for an easier way than what I originally suggested, I didn't figure out an easier way. If you want more white space around your shape -- after selection (control/command clicking on thumbnail in layers panel), use "select> modify> expand" and increase the selection 10 or 20 pixels. After erasure and after you put your shape back onto your project in the empty space, you will have a lot of the underneath layer showing through.

BTW - you reminded me that cutting shapes from one background paper so another background paper shows through is a great way to add interest to a layout. Think I'll try it on the next layout.

Everything is done on the paper/texture layer. Activate this layer, make your selection, and press the Delete key. As I had turned off the visibility on the background layer, I ended up with a transparent area in the corner of the paper layer.

It worked for me. The shape is not touching the edges of the canvas at all. Yet only the area I selected was deleted.

And I am still having difficulty understanding what is going on. One thing, I am sure though -- it works. I even tried it in all the versions of Elements I have and in Photoshop CC. No problem!
Which selection tool are you using? The Quick Selection tool or the Magic Wand? If the latter, did you turn off "Contiguous"?
