Charles,
PAT files (.pat) are patterns. These patterns can be added to your images. Elements comes with many built-in patterns but you can also add (install) third-party ones. Elements offers you many ways to use these files.
- Edit>Fill . . .>Pattern>Custom Pattern. - Paint Bucket tool - Pattern Stamp tool - Healing Brush - Pattern Fill layer

Adding to Sepiana's list - Pattern Adjustment layers.
Edit: Should be adjustable Pattern Fill layer in the layer panel menu not Pattern Adjustment layer. See Sepiana's post on "Adjustment and fill layers."

The adjustable Pattern Fill layer in the Layer Panel Menu is the easiest to use for filling layers and selections. Easier Because You Can: 1) Try different patterns with a single click. 2) Adjust pattern size with a slider. 3) Change pattern or pattern size easily at a later time. Easier Than Using (Can not be Edited): a) Edit Menu/Fill Layer b) Layer Menu/New Fill Layer/Pattern... c) Paint Bucket Pattern Fill Edited from "The Pattern Adjustment Layer..." to "The adjustable Pattern Fill layer in the Layer Panel Menu." Plus other additions.

Thanks Sepiana for pointing out my error. I made corrections to my posts. Moto,
I don't see it as your error at all. I have to admit it; this Elements' feature is pretty confusing.
Via the Layers panel -- The button is the same to create both the Adjustment layers and the Fill layers.
Via the Layer menu -- Adobe clearly makes a distinction by offering two commands.
Layer>New Fill Layer Layer>New Adjustment Layer
