Hi everyone,
I created an action set (.atn file) to apply a split toning effect to an image. This set contains six individual actions. Feel free to download it and give it a try. I tested each one of these actions in PSE 7, 10, and 11 through 2021. They worked just fine. I believe the same will hold true for PSE 8 and 9.
If you have PSE 11 and above, load the .atn file via the Actions panel.
NOTE:
As these six actions are together in one .atn file as a set, they cannot be loaded via the Effects panel (Effects>My Effects). You can only add one effect at a time using this panel, not a set. You will have to use the Actions panel.
If you have PSE 7 through 10, you need to install this action so that it can be accessed via the Action Player (Guided Edit>Automated Actions>Action Player).
Windows: C:\ProgramData\Adobe\Photoshop Elements\x.x\Locale\en_us (or your locale)\Workflow Panels\actions
Mac: Hard Drive>Library>Application Support>Adobe>Photoshop Elements>x.x>Locale>en_us (or your locale)>Workflow Panels>actions

Me, too !!! Is that the K&I; or is it the Monon, or Nickel Plate, or where ? On EDIT: I had a look and the composure and framing of your shot is picture perfect. The closest to me is the CNO&TP/Queen&Crescent, now leased by Norfolk Southern; one must be ever alert there or else get squished.

I believe this is part of the Union Pacific Railroad, a freight hauling railroad. This is somewhere in the Missouri-Illinois corridor.

2. Click on the four-lined square in the upper right corner of the Actions panel and select Load Actions.
3. In the dialog box that opens up navigate to where you saved the action (.atn file) on your computer and click on the Load button. (Or you can just double-click on the .atn file.)
4. Click on the Play button in the panel’s upper right corner to run the action.
