There's a sale going on for some sun flare overlays, and it looks pretty good; however, I'm wondering how easy/difficult it is to create your own bursts and flares using Elements 14. If it's easy enough, I can use Photoshop 7 to create an action to use.
Any opinions/advice?

There is more than one way to accomplish what you have in mind.

- The Lens Flare filter (Filter>Render> . . .)

- The Clouds filter (Filter>Render> . . .)
- Starburst brushes (Assorted Brushes)

- Third-party sunburst brushes
