I have both PSE 11 and PSE 13 installed on my computer. I do remember that to scan into Elements, you go to File/Import but at this point all I see is WIA Support.
I have scanned before, but apparently it has been a very long time. How do I set up Elements to do this?

To scan into Elements 11:
You need to install the TWAIN plug-in. Just follow the instructions in this Adobe document.
TWAIN not installed | Photoshop Elements 9 and later
To scan into Elements 13:
Adobe made some changes in Elements 13. If you have a 64-bit version of Windows, you cannot scan directly into this version of Elements using the TWAIN plug-in. You need to use WIA (Windows' built-in scanning system). On the other hand, if you have a 32-bit version of Windows, you can still use TWAIN for scanning.
If you have a 64-bit version of Windows and you don't want to use WIA, there is a workaround. Use your scanner's software and save your scans to a folder. This folder should be designated as a "watched folder" to allow your scans to easily get into the Organizer.
