I am trying to learn to do Out of Bounds photos - checked out ideas on Google. But how do I warp the frames that emphasize the photo. I have PSE 11 and 14. I like to work out ideas from scratch, not use actions. Jean

I want to make sure I understand what you want to do. Do you mean to give some sense of perspective to the frame?

Yes, I can transform, but not curl the frame.

Curling an OOB frame can be easily done in Photoshop with the Warp tool. Elements doesn't have this tool. I know you don't want to use an action but, unless someone else has a better idea, I would suggest using Panos' Out of Bounds action.
I have just thought of something else. I haven't tested this option though; I am not sure it will work. Assuming you have the OOB frame on its own layer, you could try the technique described in this tutorial to curl its corner. You may also have to do some tweaking.

Thanks Sepiana and BillieJean. Watched both the videos; and worked on Panos OOB. The latter is more of the warping I want, but I want something more intricate. I also have page curls to work with. Guess I will have to find someone with Photoshop and work on some templates. I am stubborn, I will find a way. Jean

Told you I was stubborn. Using transparent background, made selection, stroke outline selection. Filter/Distort/Liquify and then warp. Voila! just what I wanted.

You beat me to the punch! Good for you! I was coming back to suggest you tried the Warp tool in the Liquify filter. I was testing it earlier this evening and I thought it would do the job although it is not the same as the Warp tool in Photoshop (Edit>Transform> . . .).
BTW, it may make your job easier if you add a Freeze Mask to the Liquify filter. The Liquify filter in Elements does not have one but there is a workaround.
