Hi all just in case anyone is interested
I have just purchased PSE 15 and wanted to have a go with the frame creator. I had an old file where I had made a clipping mask template of a apple shape with a hole in the centre for a picture. I loaded this file into the frame creator and saved it from there so it is now saved as a template which you just have to click on to insert a photo. I had a look to see where these custom shapes are stored Windows: C:\ProgramData\Adobe\PhotoshopElements\15.0\Photo Creations\frames •Mac OS: /library/Application Support/Adobe/PhotoshopElements/15.0/Photo Creations/frames
Ill put a link on how to back these up. save custom frames file location
I then wondered if I could install in a previous version so I tried photoshop elements 14 and saved in the relevant location and low and behold I can now access this frame via the graphics button. This meant that it is possible to share these file types with others and in previous versions of elements they can be shared to as well.
I thought scrap bookers might really like this ability

Thanks for this information!
And, yes, you are absolutely right. It is possible to add your own files to the Graphics panel and add them in different versions of Elements. I have never added frames but I have added background files and custom shapes.
