If a template is a psd, it will work in both. There are sometimes layers that are grouped in templates made with Photoshop, but there is an action for PSE to ungroup them.

Also, you can use Elements+ to add this feature to your copy of Elements. NOTE: You don't need an action to group/ungroup layers if you have Elements 15. This is one of the new features Adobe introduced in this version.

It seems pretty clear to me already that the answer to your question is that some are and some are not. A couple I tried were, but I ran across one that was not usable in PSE in pretty short order. You can find links to some sites offering free templates here: Texture Goodies, but there are many more out there! The Textures Unlimited site has some free ones that explicitly say they are compatible with Elements.

A couple I tried were, but I ran across one that was not usable in PSE in pretty short order. I believe this is a very rare occurrence. And, when this happens, it has been my experience that the problem relates to the steps you need to take when using the template in your project. Sometimes, such a template will require a command which Elements cannot "obey".

If you are talking about templates to make digital scrapbook pages or collages, the newer ones have been created with both PSE and PS in mind. Seldom will you find templates made in the last 5 years that are not compatible. The only problem I have run into in newer templates is with grouping and even that is seldom an issue.
When a template doesn't work, it's because the designer doesn't quite know what he is doing. Just avoid anything made by him, because template design is quite easy - just layers to clip things to - plus other items for decoration.
Years ago, there was also a problem with some designers calling quick page type designs - templates. A quick page is a flattened png where you merely place a photo in the opening of the design - behind the png - and your page is done.
With a true "template" - it's a psd with multiple layers - with photo blocks to clip photos to - and other designs that can be recolored, or background papers clipped to -- but everything on the page is moveable, removable, sizable, and you can add things to it. These are the most versatile.
Another form of template is a page full of pngs. These are more difficult to use, but have been created for someone who does not use Photoshop/PSE. As you are a Photoshop/PSE user, avoid png templates.
Most designers offer freebies - grab them and give their templates a try. That's the best way to assess whether a designer makes the kind of template you wish to work with.

It looks like those templates are for ON1 Plus members only (paid subscription). I am not sure anyone can access them. I may be wrong though.
I'll be trying some of the PS templates that are offered free at On1 for members

Peterj - I'm not familiar with what they have to offer. I'm not sure my advice will be applicable to things you get there. My experience has been with psd templates - I primarily make digital scrapbook pages. I like psd templates because I use the template more as a 'suggestion' as to where to place things. I hardly ever truly follow the template.
Good luck with your projects. I can't wait to see what you design. It's always fun to learn new things and I'm sure On1 will have tutorials to teach you to use their templates.
