I've not played around with it, but since you seen to be able to do it just using Windows, I think it could work if you copy files to a DVD. The trick would be to copy hidden files to the DVD, as I believe that is how Windows would save the custom background for the folder. To be safe, you might want to put the background image in one of the folders being copied to the DVD (as it is possible Windows just puts a reference to the location of the file you choose for the background, so you need to have that location on the DVD).

Well, I made a little test run; I believe I will need to go back to the drawing board and regroup though.
Of course I haven't yet resorted to reading any instructions --- which might help....
I picked a full resolution 12.2 MP picture and all I got showing is about 10% of the upper-left corner of the image; maybe the image must need resizing to a smaller pixel dimension.
It does work so far on Explorer pages just viewed on the computer if I can get it to display the entire image instead of just a portion of it.
As best I can tell, it must be a "portable" program as it did not install; it just opened up and went to working.

Second attempt; I used a 1250-long-side image this time. On my 21.5" monitor, in full-screen view, it shows the image two and 1/2 times across the width; but, when I slide the window over to half-screen view, it displays just as I want, which suits me fine as I use half-screen view 99% of the time. The application places a "desktop.ini" file in the highest level folder that the change is applied to; I checked the "apply to subfolders" and there is no "desktop.ini" in any of them. I also used drop-shadow on the text but I think that may have made it a bit harder to read. Once I get a bit better at this, I will see if it will carry onto a DVD and then onto other computers; I figure a copy of that ini file would be necessary to include.
