In E7 or E12, is there a way that I can program the new file dialogue such that I can select a pre-determined preset size of my own creating ?
There are three sizes of blank file that I use 99% of the time and the only way I have of knowing what to enter in the size boxes is to refer to my handwritten notes and enter it manually.
It sure would be handy if I could somehow program these sizes and be able to choose them from a drop-down menu.

Custom size presets are only available in PSE 14+

Not much longer than creating a new file from scratch. Thanks; that is a great idea; it would be quicker to load a pre-made blank than to verify the measurements when making one from scratch.
