I want to COPY a "Custom Shape Tool" in an image then paste it in another location within the same image.
How do I do this?

Right click on the shape layer and choose 'Duplicate layer'?

Another way (using PSE11)
On a Mac, choose the move tool, click on shape on your project and while holding down the option key and the right mouse button, drag and a duplicate will appear.
I assume that on a PC, this would work while holding down the alt key - since the 'option' key works like the 'alt' key in other applications

I tried doing that... holding down the ALT key the shape tool changes to the color picker.

You need to have the Move tool selected. Then, hold down the Alt key and drag the Custom Shape. When you combine the Move tool with the Alt key, Elements will duplicate the Custom Shape as you drag it.
