This is the kind of post which does not fit in a single subcategory of this forum.
Of course, a number of our forum friends are directly interested in that question with Lightroom and Photoshop.
But it's amazing how the same question translated into Elements calls for the same answers!

- You have Lightroom plus Elements: simply replace 'Photoshop' with 'Photoshop Elements editor'... and all answers stay valid.
- You have only Elements (or only use Elements for your own needs - I also have CC but never use it exept for pedagogy).
In that case, the organizing steps are done in the organizer instead of Lightroom
If like me, you process most of your files (raws or jpegs) in ACR, you are doing the equivalent of Lightroom procedural and non-destructive editing in ACR. In Lightroom you may avoid using Photoshop in 5 to 10% of your shot, In Elements ACR that will be slightly less: say 10 to 15% in the editor only.
As mentionned in other posts, processing a big batch of files from a given event is peformed much faster, much better in ACR than in the editor due to the ability to edit by selectives batches in ACR. That's equivalent to Lightroom basic and detail adjustments, cropping, straightening etc. I should mention that the new 'instant fix' in the organizer 15 does a good job of quick and easy batch editing; should be really considered if you mainly shoot jpeg and share on social media.
Now my editor is used maybe in 10% of the files, but it can take more than half of my time of editing for detail and layers work; it's most often compositing (book pages).
