Adobe made it much easier to use actions (.atn files) in more recent versions of Elements. There is no longer the need to install them in the photo effects folder, delete the MediaDatabase.db3 file, wait for Elements to rebuild this database, etc. Starting with Elements 11, you just load the .atn files to be accessed via either the Actions panel (Window>Actions) or via the Effects panel (Photo Effects tab). But did you know there is a third way? Just drag-&-drop the .atn file onto the Editor shortcut. VoilĂ ! The Editor will open up with the action waiting for you in the Actions panel.

There's also a fourth way to add actions to modern Elements. Drag and Drop the .atn file in the editor. No need to even have a image open.

You are quite correct. In addition, you also have . . .
Fifth way -- Double-click on the .atn file.
Sixth way -- Right-click on the .atn file and select Open.
Seventh way -- Right-click on the .atn file and select Open with Photoshop Elements x.x Editor.
