Adobe has just released ACR 9.9 for Photoshop CC.
ACR 9.9 now available
NOTE: As of this writing, this update has not filtered down to Elements 15 yet but it should be coming soon (Help>Updates).

It's available now, but I did not get the notice when opening PSE15, I had to go through Help >> Update.

I got a notice for Photoshop CC on the Taskbar but not for Elements 15. For the latter I had to go to Help>Updates. This happened on two computers.

Mine did the install yesterday on exit from PSE15.

I have Elements 14 and Lightroom 6 (not CC).
In Elements Editor, Help menu : - About Photoshop Elements: version 14.1 (20151206.ml83730) x64 - About Plug-in: ACR 9.5.0.585
In Lightroom 6, Help menu, “About Adobe Photoshop Lightroom 6.9 …”: - Lightroom 6.9 - ACR: 9.9 (Help menu, System Info gives a precision : version: 6.9 [ 1106920 ])
In Elements 14, Help menu, Updates: tells me that “Your applications are all up-to-date as checked less than a minute ago”
In Lightroom 6, Help menu, Updates: opens Adobe Creative Cloud application, which has replaced Adobe Application Manager on my desk top. I suppose that this is the new program that will prompt me to update Lightroom 6 when needed.
