Topaz did some maintenance/update work involving three of their plug-ins -- Glow 2, Impression 2, and Texture Effects 2. If you have these plugs-ins, you need to reinstall them to take advantage of the improvements they made. Here is a screen shot of their notice (dated Feb 27).

Just upgraded and lost ALL of the presets in Topaz Impression on my MAC's. The other two work fine. I'm now waiting on Topaz to get back to me.

Frank, this seems to be a recurring problem. Did you launch the standalone version of Topaz Impression before you launched the plug-in in Elements or Photoshop? As they recommend? Sometimes this takes care of the problem.
Topaz has created some .bat/.app files to solve this problem. However, I am not sure the file for Topaz Impression posted on their site will work on this update. You could try though.

Unfortunately they don't show a fix for MACs on this. Good thing I still have the original impression.

I am Happy to report it is now working.
Final Solution:
Move Topaz Impressions 2 Library folder to the trash Can Removed the Application using App Cleaner along with two other assosiated files Rebooted Downloaded and re-installed
