New Tutorial for Photoshop Elements
I just published a brand new, step-by-step video-based and written tutorial. It shows exactly how to make a feathered oval with Photoshop Elements.
I've done a tutorial on that process before but this one adds a stroke around the feathered oval which can help prevent it from looking like it's "floating" all alone on a page or even as a print.
I give the link to a free download of the same photo that I used for the tutorial if you want to use it to follow along! I used PSE 15 for the tutorial but it's pretty much the same in earlier versions of PSE.
