Adobe made some changes concerning the "face" of filters when they are applied via the Effects panel.
In earlier versions of Elements:
If you applied a filter by going via the Effects panel, there were no provisions to adjust the effects of the filter, i.e., no dialog box. You would have to go via the Filter menu if you wanted to make some adjustments.
In Elements 15:
You now get the dialog box when you go via the Effects panel. (For some filters you need to click on the Advance Options button to get access to the additional settings.)

Michel, you are most welcome! That was a nice change, wasn't it? It gives Elements users more editing flexibility.
