I am trying to cut and paste an image of a boy using the Magic Wand tool. The background is a gradient blue and the boy has a white shirt on so their is a definite contrast. When I select him the selection works until I get to the bottom the selection runs away from me and then it jumps to the marching ants around the entire picture. I tried going from bottom to top and same thing happens. Can anyone tell me why it is doing that.

Without seeing the image, all I could suggest is to try lowering the tolerance with the slider in the Tool Options Box.
Or you may want to try the Selection Brush instead of the Magic Wand. It gives better control.

Even if there is contrast between the boy (white shirt) and the background (blue), the Magic Wand tool may be having a problem handling the gradient aspect of the blue background. I would recommend using the Quick Selection tool (A). Try reducing the size of the brush if this problem keeps popping up.
