I highlight the PSE icon on the desktop so that pressing the Enter key will launch it. I then position my fingers over the Alt-Shift-Ctrl keys, tap Enter and then the 3 keys as fast as possible but PSE launches without offering anything.
The three-key combo has been the standard technique to delete the Preferences file since at least Elements 4 (the first version I got). It is mentioned throughout the literature, ex.: Barbara Brundage's The Missing Manual. It is also mentioned in the Help file.

Hi Andrei Doubrovski ! If I am pressing Alt-Shift-Ctrl, then double-click the desktop PSE icon I get this: How are you launching Elements? Via the Welcome Screen? If so, try creating a shortcut to launch the Editor directly.

I remember this being reported on the Adobe Photoshop Elements forum -- getting the Properties windows. The problem was that the OP was launching the Welcome Screen while pressing those three keys. I am curious. What kind of problem are you having that you need to delete the Preferences file?

Hi tpgettys Indeed, the Desktop link doesn't work like this. (I'm sorry for not testing it before.) However, PSE links in the Start menu and on the Task bar work.
Andrei, I use the desktop shortcut; it works just fine.

I forgot to mention that I use a desktop shortcut to launch the Editor directly. However, it works just fine as well if I launch the Welcome Screen instead and use its Photo Editor button.

tpgettys presses the keys PRIOR TO clicking the PSE link.
Clicking this way on the Desktop icon opens the "Properties" dialog. Clicking the link in the Start menu just opens PSE.
Perhaps, it's the clue to the other users' problems as well?

Perhaps, it's the clue to the other users' problems as well? Yep, that's it! I now understand that I was trying it with the icon that launches the welcome screen, not the editor itself. From the welcome screen, press the three keys then click Photo Editor and it works as advertised.

Andrei, yes, in Tom's case it could be the sequence of steps. It could also be a matter of timing between the two steps. Since he posted about the Properties dialog popping up, I have been doing some troubleshooting (using my direct desktop shortcut to the Editor). I was able to get the Properties dialog to pop up only once out of at least 10 attempts.

I am curious. What kind of problem are you having that you need to delete the Preferences file? When I double-click an image it is not passed to the PSE editor; only the PSE welcome screen shows up. There is a place in Windows 10 that sort of allows you to associate a program with a specific program. Right now it "looks" right (see below), but plainly it is not, and I don't see how to get it to let me select the PSE editor. Clicking the PSE 15 icon on the screen shown above pops up a window titled "Choose an app", but it is only populated with some default programs; there appears to be no option to manually select a program. My hope was that forcing a rebuild of the preferences file might cause PSE to associate the editor with the image file extensions.

As a side note, . . .
Elements has two separate Preferences file, one for the Organizer and one for the Editor. The three-key technique will affect only the Editor's Preferences file. This may explain why you need to "target" the Editor when using this technique.

What you want to achieve is related to Windows and not to Elements. It is my understanding that, when the Adobe Design Team gave Elements the ability to delete/rebuild its Preferences file, they planned it to be used for those situations when Elements "misbehaves", starts behaving funny. According to the Help file . . .
