Hi, I'm not sure if anyone can help with this issue but if so I'll be very grateful. I have Photoshop Elements 8 and a MS Surface Pro 3 with Arc Touch Mouse and a Type Cover. When editing a photo, the cursor is typically a large white arrow, easy to use and point accurately. When I choose a tool such as crop it changes to a tiny two headed image of the tool, which is very difficult to see and use. Is there any way I can keep it as a large white arrow please. I believe the Surface Pro 3 tablet comes with Windows 8/8.1. So, I am not sure this will apply. When installed on Windows 7, Elements will show a three-head cursor for some tools in the Editor. Do you have the Windows text size set to 150%? If so, just reduce it to less than 150% (149% will do just fine). Hopefully this will fix the problem with your OS as well. NOTE: The three-head cursor is no longer a problem. Beginning with Elements 10, Adobe has recoded this program so that it now abides by Microsoft user-interface standards which require applications to support text sizes larger than 100%.

Hi Sepiana, Many thanks for your reply. Yes, I am running Windows 8.1 Pro but sadly reducing the text size made no difference. Maybe I need to upgrade my Elements to a newer version to get rid of the double headed cursor when editing. Any suggestions?

philosan, In Editor, go to Edit>Preferences>Display and Cursors. Check "Normal Brush Tip" Select "Other cursors>standard" That may fix it.

By how much did you reduce the Windows text size? You may have to play around until you find the optimal size.
I may be wrong (and if I am someone, please, correct me) but I don't believe the kind of cursor you are seeing has anything to do with the Preferences for Display and Cursors in Elements. The way you describe the cursor you are seeing -- "a tiny two headed image of the tool" -- seems to go along with other descriptions such as "a three-headed monster" or a "cursor with shadows". This has been widely reported when running versions of Elements earlier than version 10 on Windows 7 and having the Windows text size set to 150%.
EDIT: I had not seen a report of this cursor problem with earlier versions of Elements on Windows 8/8.1. Yours was the first one. So, I decided to do some research. It looks like you are not alone. See this thread in the Adobe Photoshop Elements forum. As a coincidence, the OP is also using a Microsoft Surface Pro tablet. The suggestion given was to reduce the Windows text size. It worked!

Thanks for these ideas. Tried Ken1's idea but found I already had those settings. Tried Control panel>Personalisation>Display> and changed size of items from Larger to Smaller>Apply>Restart and IT WORKED! When I selected Edit/Crop, the previously tiny two headed cursor was now a larger single usable image of the crop tool. The centre of the tool image gave accurate results. I also tried checking the "Choose one scaling level for all my displays>Custom sizing option>149%>Apply>Restart and that also WORKED. With these two fixes, the text size for non-Elements computer work is too small for permanent use but I now have a fix which lets me use Elements 8.0 with Window 8/8.1 and my Surface Pro3 tablet again. Thanks for all of your advice.
