I am sure it was there when I got my copy of PSE 14 but I use it so seldom I can't remember the last time I tried to open it. Graphics is still there. "Effects" in Quick mode is still there. I tried holding down Alt+Control+Shift as PSE launched, but to no avail. Any help to get it back will be appreciated.
This is a fine forum with lots of information. I enjoy it very much.

When you go Window>Effects, is Effects turned on (check marked) in the drop-down menu?

Thanks! Let's see if I understood it. Effects is OK in the Window menu but it is not showing up as a Panel. Is it right?

Also f6 key toggles the effects panel on and off, but there is no "effects when it's on.

Yes, effects is checked in the windows menu, but doesn't show up in the panel.

Thanks for the clarification!
The symptoms described seem to indicate a problem with the MediaDatabase.db3 file and/or the ThumbDatabase.db3 file. These are the two databases "catering" to the Effects panel. Let's try this.
(NOTE: Make sure Elements is closed while you do this.)
1. Set up your folder options to show hidden files. -- Show hidden files 2. Navigate this path and delete the MediaDatabase.db3 file. -- C:\ProgramData\Adobe\Photoshop Elements\14.0\Locale\en_US (or your locale)\MediaDatabase.db3 3. Launch Elements. The program will rebuild the MediaDatabase.db3 file. Be patient; this process may take a few minutes. 4. Check if the Effects panel is back.
If just deleting the MediaDatabase.db3 file doesn't fix the problem, let's delete one more file -- the ThumbDatabase.db3 file -- located at the end of this path.
C:\ProgramData\Adobe\Photoshop Elements\14.0\ThumbDatabase.db3

Thank you. How do I navigate to that file. I am at least half computer illiterate. I have managed to set folder options to show hidden files. Sorry for the delay, new baby great grandson.

Let's take one step at a time.
C:\ProgramData\Adobe\Photoshop Elements\14.0\Locale\en_US (or your locale)\MediaDatabase.db3 1. Click on the Start button (Windows logo) on the left end of the taskbar. 2. Click on the Computer button. 3. Now you should see the drives on your computer. Click on the OS(C:) drive to open it. 4. Look for a folder called "ProgramData". Click on this folder to open it. 5. Look for a folder called "Adobe". Open it. 6. Look for a folder called "Photoshop Elements". Open it. 7. Keep opening the folders in this order -- 14.0>Locale>en_US (or your locale).
8. At this point you should see the MediaDatabase.db3 file. It looks like a blank sheet of paper with a corner turned down. 9. Right-click on this file and select Delete.
