not sure of my description in the subject line but here is my issue

Im a digital scrapper...

I'm working on a layout ... i move a 'paper' from my photo bin to my 'layout' and it NEVER goes where I want it ... I know it used to go to ABOVE the HIGHLIGHTED layer ... now it just goes anywhere ... I had to have changed my setting some how ...so now I have to drag it from where ever it lands to the actual layer that I want the paper to be ... this can be a problem when I have MANY MANY layers

does this question make sense

It will go above that layer.
