hello
when using OPEN, NEW BLANK FILE
i usually use SCRAPBOOKING which is a 12 by 12 layout
somehow ...it has changed ...it is now a 6inch by 4 inch layout
how did this change and how do i put it back PERMANENTLY

I am not really sure why this change happened. Let's try this.
1. Open the New file dialog. 2. Make sure the Preset box shows "Scrapbooking". 3. Select the 12 in x 12 in size from the drop-down menu in the Size box. 4. Click on the OK button. 5. Close Elements. 6. Open Elements and see if the 12 in x 12 in size is sticking.

I am baffled. I also have Elements 12 (on Windows); this is not happening. Let's try deleting the Preferences file. According to the Help file, . . .
Go to Edit>Preferences>General (Adobe Photoshop Elements Editor>Preferences> . . . on a Mac). Click on the "Reset Preferences on next launch" button. Ignore the "This cannot be undone." warning and click OK. Close Elements and then start it again.

i created a new 12 x 12 and saved it ... will use that from now on
its odd tho
i have another question for you ... I am creating a photo album ...i am scrapping most pages (digital) but i have used the CREATE dropdown and made a few collage pages ... when i try to save them as JPG to get them printed it won't let me ... it only lets me save in the format they were created in ... this may be a problem as I am ready to print this gift and will have to remake many pages if i cannot get them to print

Then, this is not a case of a corrupted/damaged Preferences file. The only other "culprit" I can think of is . . . permission. Quite a few glitches in Elements can be fixed by just running this program as administrator if you are on Windows. I am not a Mac user but I think you can do a "permission repair". Hopefully a Mac user will come to the rescue.
I believe you are talking about the Photo Project Format (PSE). Just save your project in this format; you should not have any problems printing it. According to the Help file, . . .
"You can print the photo projects on your home printer, save to your hard drive, or share via email."

Um - just because PSE cant print that format doesn't mean that Costco can.

Elements CAN print files in the PSE format (according to the Help file). I have just finished some testing. I created a couple of projects in this format and, then, did File>Print. No problem!!!
I am afraid it is a different story if you use a printing service. Some printing services will not accept PSE files; they will require that the files be in the PDF format. I believe Shutterfly will accept PSE files; I am not sure about Costco. If Costco requires PDF files, all you need to do is save your project in this format. Just make sure to keep the PSE file as well (in case you want to edit it again).
