Elements uses the fonts on your OS. Are you saying that, after the update, there are no fonts listed in the Tool Options bar of the Type tool? The Font Family box is empty?

Before you resort to uninstalling/reinstalling Elements, try this.
- Right-click on the shortcut and select "Run as administrator". Check to see if this fixed the problem. If so, close Elements. Then, go back to launching it as a standard user. - If the problem is still there, run Elements in Compatibility Mode for your OS. support.microsoft.com/en-in/help/15078/windows-make-older-programs-compatible
If the problem has not been fixed, uninstall Elements. Just make sure to . . .
- Install Elements as an Administrator. - Turn off your antivirus software for the duration of the installation.

Also, are you seeing fonts in your other programs, like Word?

Thanks! I see what you mean. The submenus are blank.
I am afraid I have run out of options. The three usually-recommended troubleshooting steps didn't work -- run as administrator, Compatibility Mode, uninstall/reinstall. If no one else here comes up with a solution, I would strongly recommend you post on the Adobe Photoshop Elements forum.

EDIT:
There is already a thread discussing the same problem on the Adobe forum. Some of the members reported having fixed the problem. See post #35 by peterw63863994, post #36 by waurener, and post #37 by DaveH1234.
