Is there any way to prevent this from happening? It is driving me nuts!!! As soon as I commit the text (by clicking on the green checkmark), Elements will automatically activate the Move tool. Then, if I need to get back to using the Type tool, I have to re-activate it.
Answer:
You are not alone. Many Elements users just hate this. Fortunately, it is very simple to put the "brakes" on the Move tool, i.e., to prevent it from popping up all the time.
1. Go to Edit>Preferences>General (Adobe Photoshop Elements Editor>Preferences> . . . on a Mac). 2. Turn off "Select Move Tool after committing text".
NOTE In earlier Elements versions this "popping-up" behavior of the Move Tool was not the default; Adobe made it the default starting with version 11.

I keep "Allow Floating Documents in Expert Mode" unchecked because I don't like this feature. It has no relation to the Move tool issue.
