Hi everyone This is my first attempt at a tutorial for the Creative Effects Challenge so please forgive me if I make mistakes stupid or otherwise! There are many ways to accomplish the ‘Cartoon Effect’. This is the way I’ve chosen for this tutorial. For this effect you are best to use an image with a resolution of 150ppi or thereabouts. 1. Open the image you want to use 2. Duplicate it 3. On the top copy… Filter > Artistic > Poster Edges and adjust the sliders to your taste and click ok 4. Blend that layer with the layer below using the Soft Light blend mode. 5. With the top layer selected create a composite layer by clicking Ctrl+Shift+Alt+E 6. Filter>Pixelate>Colour Half Tone - (Play with the radius setting – the higher the number the courser the half tone will look) For my example I chose a radius of 12. Reduce the Opacity to taste. 7. Choose a speech bubble from the Custom Shapes, colour it white. Simplify the Shape by right clicking on it in the Layers Tab and choosing Simplify Layer from the drop down menu. 8. Hold down the Ctrl key and Click on the thumbnail of the shape to see the marching ants. 9. Go to Edit > Stroke (Outline) Selection and choose a colour and size for the stroke. 10. Now using the Text tool put your text on top of the shape. 11. Create a new layer and draw out a rectangular marquee around your page. 12. Edit> Stroke (Outline) Selection choose Black for the Stroke, choose a size for the stroke and you are done. Save as a jpg file, take it to your local photographic shop and you can get it printed onto a mug, T Shirt etc; and you will have a unique one off gift for that special person in your life.

BillieJean, I used this abstract from Pixabay to create the background for the head. Changed the colors to complement the blouse. The original background was a boring grey gradient that offered nothing for the half-tone to work with.
