I have numerous pictures in Lightroom 5, Photos, and scattered througout my Mac files. I have just upgraded to Mac OS High Sierra. What would be the best strategy for moving pictures into the Elements 18 Organizer incrementally so I can try some editing in the Elements 18 Editor? Or can I move a few pictures directly into the Elements 18 Editor bypassing the Elements 18 Organizer?

As long as you have Elements 2018 set up as your external editor in LR5, you can select a few images or just a single image and use the 'Edit-in' feature in LR5 and select Elements 2018. The images will open in Elements Editor therefore bypassing the Organiser.

You can open pictures directly in the Editor. There's no need to use Organizer at all if you don't want to.
