I get a message having to do with a hardware or system error - and - "this error is unrecoverable". I deleted pse 9 and made a fresh install from my DVD, but got same message.
Thanks all... it's been several months since I've used either 9 or 13, and I'm rather rusty. Warning: I will have more questions as I clean out my rusty brain pipes!
Regards,
Paul

Thought I might have found a solution to that error message... I figured maybe my DVD was corrupted so I downloaded PSE 9 from Adobe's website. All was going well in the download, but when I tried to open the program (choosing Editor) I got the same error message. So then I clicked on Organizer in the opening frame and I got my catalog, no error message. But as soon as I tried to switch over to the Editor that's when I got the error message.

There have been several reports on this error message. Yes indeed... while browsing the Internet I found many such reports. Sounds like a rather intractable error. I appreciate some of your tips... actually I'm already an Administrator. I'm the sole user of my computer and my tech person set me up to have that privilege. I have not tried installing with my AV turned off... I was using Avast and have since deleted it. Apparently Win 10 has an AV program built in, and it runs automatically if the computer doesn't detect such software run externally. I'll try some of your other ideas but not today - just wanted to get back to you and acknowledge your help. Paul

I haven't forgotten you; I have been on the Adobe forums searching for a solution. You may want to check the thread below. A member, joet68975115, posted a possible solution. (See post #5.)

Not much of a solution, though, if CC cleaner must be run every time.

Not much of a solution, though, if CC cleaner must be run every time. That's the same thing I thought. But, then, joet68975115 said . . . "after running ccleaner again then rebooting a second time and Elements works". Does this mean the second time was a charm? I am not sure.

I'm already an Administrator. I'm the sole user of my computer and my tech person set me up to have that privilege. Paul, sorry, I forgot to address this. Do you have a second account, a Standard User one? What about launching PSE 9 logged on to a Standard User account? Someone reported in the thread below that this worked for him. See post #4 by michaelw2799557. It is worth a try!

Sepiana, I looked at Michael W's post, and I see what you mean. (small detail: he apparently was having the same trouble with PSE 10 as others have with PSE 9 - can we assume that?).
I must admit to a real basic lack in my computer background ... I don't know what a "Standard User" account is! How would I go about creating such an account?
Help!
Cheers,
Paul

Sepiana,
Well, that worked... I created a User Account but did not re-install PSE9 while logged in to that account. I thought I'd try running my PSE9 that was already installed and lo and behold it opened up just fine. Also, my creating of a User Account didn't follow the instructions exactly - somehow I didn't see the choices as outlined in that procedure, I had to take a few liberties. Anyway, I now have access to PSE9 and that's what matters.
I wonder what other versions of PSE run into this. Seems someone earlier in this thread had trouble opening PSE 10. I guess it would be too much to hope for that Adobe and/or Win 10 would fix that bug for us, more attention is probably focused on later versions. I see you still have Win 7 - I kinda wish I hadn't upgraded to Win 10. Ah well!
Thanks much for your help!
Paul

Sepiana... good news! In fact, very good news! My Win10 just updated and now... tada... PSE9 opens fine in Administrator account!
Somehow enough people must have contacted Adobe re this issue and they fixed it!
