This fix is from the Adobe Forums. Although PSE15 is mentioned, it should work for PSE13 as well.
1. close PSE 15
2. open the folder C:\Users\[your username]\AppData\Local\Adobe\TypeSupport\PSE15
3. rename 2 files AdobeFnt_CMaps.lst and AdobeFnt_OSFonts.lst (e.g. to AdobeFnt_CMaps.lst_backup)
4. launch PSE15 and check again the type tool

Hi Paul,
I believe this problem is caused by an update of Windows 10 Creator. There have been several reports on the Adobe forums and there is a thread going on here. You may want to check it; possible fixes for this problem are discussed.

I'll study them more carefully in a bit, but I'm led to wonder if there's something in common with problems and possible solutions discussed in the recent thread called "can't run pse 9 on windows 10". In that case too, these issues started with the most recent update to Win 10, known as the Creators update. I'm glad to know the software developers are aware of these problems.

Paul Paul, The problem was rapidly found by Adobe and Microsoft together, as I did mention in a previous post. You could read in Windows forums that the solution would came with the Windows 10 Creator 'Fall' edition.The Windows 10 'Fall' edition is progressively rolled out and there are many reports that the problem has been solved. Many Windows users like me were not hurt by the issue. I don't quite understand how the problem was linked to a kind of shortcut to install fonts which were stored in a 'cache' file. Different workarounds were found to reinstall the fonts or delete some preference file... but they were no longer effective after rebooting the computer. That second issue has also been solved in the last 'Fall' update. Those who want to install that update have to keep in mind that it takes perhaps three hours with several reboots...

My excitement may be premature, but I had to get out a bit of good news. Well, more than a bit.
I walked into my computer room this evening and I had a blue screen with a message telling me Win 10 was in the midst of an upgrade. When it concluded I went straight to my PSE 13 and tried entering text on the template that I use for photographs. Glory be, I was able to entire text as easy of eating Thanksgiving day pumpkin pie.
More extensive tests will follow tomorrow am and I hope I'm not disappointed. Hey y'all, give it a whirl!

However, this morning (11/24) the Text tool does not work, I get that error message mentioned in the OP. And I can't open PSE 9 either.

I'm embarrassed to report that I did an upgrade to the current version of Windows 10 and all is well. I am now able to use the Text Tool and I can now open PSE 9. The upgrade took almost six hours however, and after searching a little I found that other users are experiencing very long upgrades.

I updated Windows like this:
Start>Settings>Upate & Security>Windows Update

It is not any Windows update which will fix this problem with the Type tool (text engine). This problem was created by a Windows 10 Creators update. The Windows 10 Fall Creators update (which Microsoft began rolling out last October) is the one you need; it is the one which has the "fix".
What do you do now?
You need to make sure that "already updated" means . . . the Windows 10 Fall Creators update has been installed on your computer.

Maybe this will help... here are the details of my current version, that allows use of Text tool:
Version 1709 OS Build 16299.64
This earlier one did not accept Text tool:
Version 1703 OS 15063.729 (and just before that, 15063.674)
Also, I've read somewhere that these updates are not available at the same time all over world.
