Following Anthony Morganti's youtube video on how to replace a sky in Elements 11. When I get to the part of refining the edge I am unable to increase the brush size either by using the mouse or the bracket keys. How can I get it to work again.

It sounds like you are saying the tutorial steps somehow made your brush sizing stop working; is that true? I don't have Elements 11, but might be able to help if you would provide a link to the video so I can try replicating the steps. EDIT: I think I found the video you are referring to; that is my favorite one for swapping a sky! He is using Elements 12, but it says it is compatible with Elements 11, so I will be curious to hear what exactly is happening.

Now to the problem with the brush in the Refine Edge -- I have encountered the same problem with this brush. Here is how I fix it. I use the Size slider in the Options bar to increase or decrease the brush size. You need to do this only once. Afterwards the bracket keys will work.

Yeah, that's the video. Personally, I think his style of teaching is fantastic. Anyway, I attempted your method of increase the brush by using the slider but it didn't work. I'm also using LR 5 so hopefully there isn't a conflict of any kind between the two programs. I'll see if anyone else has a suggestion. If not, I'll just try re-installing Elements to see if that fixes that problem.

Using Lightroom should not create this issue in Elements.
Uninstalling/reinstalling Elements should be your last resort. Let's try deleting the Preferences file. According to the Help file.
"Preference settings control how Photoshop Elements displays images, cursors, and transparencies, saves files, uses plug-ins and scratch disks, and so on. If the application exhibits unexpected behavior, the preferences file may be damaged. You can restore all preferences to their defaults."
Go to Edit>Preferences>General (Adobe Photoshop Elements Editor>Preferences> . . . on a Mac). Click on the "Reset Preferences on next launch" button. Ignore the "This cannot be undone." warning and click OK. Close Elements and then start it again.
NOTE:
The Preferences file is where Elements keeps track of your preferred settings. When you delete this file, Elements will automatically generate a replacement file. The only downside is that the replacement file will have the settings back to the default. This means that you will have to redo any changes you made. For example, if you have rearranged the panels, you will have to do it again because they will be back to their original (default) positions.
Elements has two separate Preferences file, one for the Organizer and one for the Editor. The procedure described above will affect only the Editor's Preferences file.

Don't know if this is useful but I often find the keyboard controls (like using the square brackets to increase & decrease brush size) stop working.. When that happens I have found that going to Edit>Preset Manager & then clicking on Done seems to do the trick. Have used it in PSE3, PSE6 & PSE9, with different keyboards and different computers!! Haven't figured out yet why it happens and why this trick works! But it's worth trying.

Sepiana and Bayla - thank you to both of you for your suggestions. Unfortunately, neither one worked. I'll wait and see if there are any other suggestions for a day and if I don't get any response I'll reload. Sepiana, you have helped me in the past and I trust your input re: reloading as a last resort. Seems like it may become my last resort.

Are you on Windows? Let's try something. Right-click on the desktop shortcut and select "Run as administrator". See what happens. From my own experience this workaround sometimes seems to fix certain problems.
If you have to reinstall Elements, make sure that you 1) turn off your antivirus program temporarily and 2) run the installer as administrator.

Gary,
I spent a couple of hours testing the brush in Refine Edge earlier this evening. The brush kept getting stuck; I couldn't resize it. Then, I noticed something. Whenever the brush got stuck, I would just click anywhere on my selection. This would "release" the brush and I could change its size with the bracket keys. So, I did some testing with several images. I would make my selection, bring up the Refine Edge dialog, and immediately click anywhere on my selection. Every time I did this, there was no problem resizing the brush. It looks like this initial click is the magical key to solve this issue.
Give this a try! Hopefully it will work for you as well.

That worked for me as well. Can't use the mouse wheel but the bracket key works. You're great.
