Hope the attached images help explain this. I created a background with a bunch of country names around the edges. It sits as the bottom layer. Then I added in a number of images. I thought I was leaving extra space on the left side of the page to accomodate the binding in a 10" x 13" book. But something has happened with that bottom background layer because it has no extra room on the left and when selecting the Move Tool to try to add the space, it does not work out. I can see the handle for the Move Tool on the right but the background image will only go so far to the right. Obviously I don't totally understand Layers. Is there a tutorial for it that might help?

Pat, you may want to look into resizing the size of the canvas. You can use the Anchor icon to tell Elements where to enlarge the canvas, for example, on the right side, on the left side, etc.
Change the size of the canvas
As to understanding Layers, . . .
Here is the link to download the User Guide for your version of Elements. Chapter 11 is devoted to Layers.

Are you trying to move the white background to reveal a transparency area to the left?
1. Try using the arrow keys to move the background to the right.
or
2. Drag a marquee box over the area you want transparent and delete it.
To discard any areas outside the image, hit ctrl+A to select everything and CROP the image.
