Hi transformer,
I am not sure if Premiere Elements does MTS files. However, if it does, it would be my recommendation. It integrates with Photoshop Elements and, if you purchase the combo, Adobe will give you a discount. You could download the free trial and test the waters. (You could post on the Adobe Premiere Elements forum and get an answer straight from the horse's mouth.)
Adobe Premiere Elements 2018
UPDATE: You may want to check this information.
Supported file formats in Adobe Premiere Elements Editing MTS files in Premiere Elements Can Premiere handle the SONY camcorder MTS format files?
Furthermore, when it comes to help, troubleshooting, tutorials, etc., you will be in the hands of Steve Grisetti and Co., ATR, and other Premiere Elements gurus. (You were an EV member, weren't you? Do you remember ATR?)

I almost forgot this perk . . .
Because you have Photoshop Elements (version 13?), you are eligible to pay the "Upgrade" price for Premiere Elements. Keep in mind that the "Upgrade" term refers only to price differences. Adobe does not release two versions of Premiere Elements, one full and one upgrade version. There is only one version. There are no technical differences as far as the program itself is concerned; it is the same version for both prices. This is how Adobe rewards customers' loyalty.

Hi transformer, I use Premiere Elements quite a bit (v14), but I only deal with .mov, .vob, .mp4 video formats. I'm fairly sure the latest Premiere Elements handles mts video files, but it may depend on which "flavour" of mts you have. But if Premiere Elements doesn't handle your flavour of mts then you might be able to convert the video file to a format Premiere Elements definitely can. For converting video formats I use Emicsoft. I'm not sure if they still have a free version, but there is a Free Trial available. There are lots and lots of other video conversion applications available on the www. If you have never edited videos before, there will be a small learning curve for Premiere Elements. But if all you need to do is basic trimming and splicing, the learning curve shouldn't be steep. There are countless of online tutorials from Adobe, Youtube and by Googling to help you get started. I would suggest you download the free trial of Premiere Elements and see if you like it. If you go down the Premiere Elements route, you can purchase it as a standalone application if you don't use Photoshop Elements. Hope this helps

I haven't seen ATR on the Adobe forum lately but he keeps his blog updated. You will be in excellent hands with Grisetti and the other gurus on the Adobe forum. Grisetti is also on the Lynda.com site teaching classes on Premiere Elements. Or you can get his "full" attention on his site -- Muvipix. He is also the author of . . .
The Muvipix.com Guide to Adobe Premiere Elements 2018: The tools, and how to use them, to make movies on your personal computer
BTW, according to this thread on the Adobe forum, support for MTS files is not limited to the current version of Premiere Elements. It goes back to at least version 7.
Importing AVCHD (.MTS) video files- what is needed?
This thread by Grisetti on the Adobe forum may help you re which converter to get (free or otherwise). NOTE: This thread is old and some of the links may be broken but you can follow the link to his site and get more updated information there.
How can I convert my AVCHD footage to an easier high definition format to edit?
Hope this helps you make an informed decision, one which will meet your needs and interests, and . . . your budget.

Hi again transformer, Just a quick additional tip I didn't mention in my earlier post. I have never dealt with mts files before so I don't know how large they are in terms of MB per minute, but the .mov video files straight out of my dslr camera are huge. Since I record quite a bit of video, I convert .mov videos to .vob video format before importing into Premiere Elements. The vob video files are about a quarter of the size of the .mov with no visible or audible loss of quality. I convert the .mov files to .vob in a single batch. It is not until the end of my video project that I delete the .mov files to regain gigabytes of space on my hdd. So if disk space becomes an issue with your mts files, perhaps consider converting them to a format that occupies less "real estate" on your hard disk. Just some food for thought

transformer, as I said earlier in this thread, I haven't seen ATR on the Adobe Premiere Elements forum lately. I found this post by Michel B (who is also an ACP on the Adobe forums). He confirms what I had noticed. He and I are also on the same wavelength when it comes to the high-quality of help provided by the Premiere Elements gurus on that forum.
In the Premiere Elements board, he is known as A.T. ROMANO. Something has happened in this board so that he is practically no longer there (last time logged in: 10 feb. 2016, last post in January). Very expert advice by Premiere Gurus in the Premiere Elements forum (Steve Grisetti, Ann Benns...)

I don't do video nor use Premiere Elements myself, but I did a Google search and found that ATR has still an active blog:
He never came back to the Adobe Premiere Elements forum after that time.
