I updated to PSE 2018 in November 2017. Since that time all thumbnails is the catalog from that time are slow to update. All thumbnails prior to that time are instantly updated. The delayed display of the thumbnail occurs when 2 or 3 thumbnails across are to be displayed. However when I zoom out to display more than 3 thumbnails across, I get the hourglass icon which remains "forever". In the bottom "notification" strip, on the left is the number of thumbnails displayed, the date, and the circle for downloading "thinking" or ?? Anyone Help?

Hi kayrad, welcome to PSE&M! Glad to have you here with us.
I also have PSE 2018. When I first used the Organizer, I did notice it was running a bit slow when displaying the thumbnails. I followed the Adobe instructions below and everything seems to be back to speed.
Optimize your catalog and rebuild its thumbnail cache
Michel B, an Organizer expert, also has PSE 2018. I will bring this thread to his attention. I believe he is better qualified to tackle this problem.

You should try the solutions in the link provided by Sepiana; It's important to know if you find the same problem after the thumbnail cache is 'optimized' or totally rebuilt from scratch. The speed of the creation of thumbnails varies a lot depending on different factors.
Creating a thumnail implies opening the file itself and creating a vey small image (240 or 360 pixels in width) stored in database acting as a cache. The images are stored as binary files, not image formats like jpeg. When using raw files, that means opening and converting each file with the associated parametric edits. That can require more than 5 seconds for each file. Displaying thumbnails means that if you choose a zoom factor implying big thumbnails (over 360 pixels), the image itself has to be read and displayed, not only the small thumbnail. It's easy to see the speed difference depending on how many rows of thumbnails you have chosen and on your display resolution. If they are raw files, they have to be converted to be displayed bigger than the thumbnail size. I don't do many videos, but that may be another factor.
Edit: How many items in your catalog? raws or videos? Display size in pixels?

Most probably something has gone amiss during your upgrade. Optimising and/or rebuilding the database cache, as already suggested, will hopefully resolve the issue.
If not, some extra info from you might help troubleshoot the fault.
1. Which version of PSE did you upgrade from?
2. Did you uninstall it prior to installing v2018 or did you install v2018 in addition to your previous version? (You can run multiple versions of PSE on a computer)
3. Is the previous version still on your PC today? If no, when was it uninstalled?
4. What operating system do you have on your computer? (Windows/Mac and version)
5. What CPU do you have on your computer.
6. How much RAM (memory) do you have on your computer.
On a side note, I would be surprised if having videos in the catalogue is the issue here. I have many videos in my PSE 14 Organiser. In my experience, their thumbnails are created in about the same time as it takes for a RAW photo. I'm not an expert on the Organiser, but I assume the Organiser just takes the first frame of a video to create the thumbnail. It shouldn't have to read/scan the whole video.
