I have just got my pc back.
The techie man explained what the problem had been, but as it was all double dutch to me, I asked him to write it down. He wrote - Repaired : Microsoft visual CH files.
I expect you computer savvy people will know what that means. He also installed the new bigger graphics card which I had bought.
So, I am now back in business - well, I will be when I find my way around 15.

whippet, great news. Thanks for keeping us posted! This will undoubtedly benefit other members who may encounter this problem.
I may be wrong but it looks like the tech was talking about repairing (reinstalling?) the Microsoft Visual C++ Redistributable Package. The document below mentions it as a way to fix the problem you were having. (See method 5.)

Hi whippet, Very happy to hear you are back up and running on all cylinders Just a bit of background information: C++ is a fairly common computer programming language which many applications are written in. Microsoft Visual Studio is an Integrated Development Environment (IDE) which developers can use to write programs/applications and/or build websites. (I use Netbeans IDE, but I digress ). The Microsoft Visual C++ files your techie replaced is a library of files containing application specific (for MS software only) and general "standard" computer code other software companies or developers can use in building their applications. So it looks like Adobe uses at least part of these standard library files in their applications, PSE and whatever else. So the bottom line here is, you don't really need to understand the nitty gritty of all this but you should leave the folders/files on your pc containing the Visual C++ libraries alone and I always let them be updated whenever they come up in a Windows Update.

I agree with what Sepiana and Bailey are saying, it does sound like it was the Visual C++ runtime files that were the issue. Bailey's description of what they are and do is right on as far as I've understood. I'll also say that would not have been my first thought of what the issue was, I was thinking DLL's. Your computer person did good. Also not sure why the video card was an issue, at least from what I was seeing your card did meet the minimum requirements for Elements 15. Doesn't really matter, having more horsepower for video is always a good thing. Glad you are back up and running.

Thank you all. @ Major Major - You knew who I was meaning then.
@ swilliams - the new graphics card I got, has a program in with it, called GForce Experience. There was a shortcut on my desktop. I rang the shop and was told that it is included in the graphics disc for playing games etc. As I don't bother with those, he told me to just delete the shortcut.
@ bailey - When I get notification of updates, I just accept them. The reason being as you know, I don't understand them.
