After the Windows 10 (1803) updates, a lot of different issues have been reported in dozens of posts in the Adobe forums (for PSE14, 15 and 2018). A workaround has been published immediately, but since the symptoms are varied, new posts keep coming in those forums, even if the workaround (editing the Windows registry) is the same for all. This workaround is now explained in this paper:
It's the same as the one published by Adobe for various problems with Photoshop three months ago.
There are many reports of successful solutions in all Elements versions. A few unsuccessful ones may be due to inapropriate editing of the registry. Fortunately, there are no reports of catastrophes when editing it...
So, if something goes wrong with your PSE 14, 15 or 2018 version after the Windows update, read this paper and don't hesitate to edit your registry.
I don't have any problem myself with my main computer (8GB), but I am delaying the update for my second computer (6GB)
The issues are different from another bug introduced by that Windows update and discussed in another thread: the bug of poststamp sized windows when the option to open documents in floating windows is checked. No real solution today except disabling that interface option.
