I was fooling around with the supplied frames (Graphics panel | Frames) for the first time today, and the first 20 frames listed are called Frames 1 thru 20 and appear as black boxes with the name in white type, as opposed to all the other frames that appear as thumbnails. When I click on one of them, I get the error message "Could not complete your request because the file was not a valid frame file."
Anyone know what's going on here?

Just had a look at mine and discovered that Frames 4,5,6,7,8 and 9 are as you describe and if I click on any of them I get the same message you are getting. Haven't a clue as to why this is happening I'm afraid... I had a look at my copy of PSE version 11 and it's fine...

Strange. I just looked and all my frames appear to be there and working. I wonder if it's because of a download problem? Most of the frames don't come with PSE13 but are downloaded when you click on them - but you should still see the thumbnails OK so not sure what is going on.

Yes, most of the frames are downloaded when you first click on them. The thing with these problem frames is that when you click on them, you get the error message. Also, the ones that download when you click on them show up as thumbnails with a little blue triangle in the corner (that indicates they need downloading). The problem ones don't - they're just black squares as I described.

I have checked my frames; they are all there. I am not sure what is going on but "black square" thumbnails usually seem to indicate a problem with the MediaDatabase.db3 file and/or the ThumbDatabase.db3 file (most probably the latter). These are the two databases "catering" to the Effects panel. You could try deleting them. Then, open Elements and let the program rebuild them. Just be patient; the rebuilding process may take a while.
C:\ ProgramData\ Adobe\ Photoshop Elements\ 13.0\ Locale\ en_US (or your locale)\ MediaDatabase.db3 C:\ ProgramData\ Adobe\ Photoshop Elements\ 13.0\ ThumbDatabase.db3

As a curious side note, once the program had restarted, all of the frames were immediately available (none had the little blue triangle indicating they needed to be downloaded).

HaHa just when you think it's safe to go back in the water...the little blue triangles are beginning to return to the frames ! Or at least in my case they are.
