I have done what I am trying to do thousands of times; use either the "Move" tool, or Image > Transform > Free Transform, and either enlarge or shrink a layer to fit my needs. Now, all of a sudden, it won't let me and I get these mystery pop-up windows that I have never seen before: As soon as I start to drag the size of my layer, two of these windows will appear, one atop the other; it matters not whether I try to enlarge or shrink the layer. Although in the example, only a single image is listed, it will list every open image in the pop-up. I have no idea what the pop-up means; nor do I have any idea why it has decided to insist on appearing; it will not permit my operation to take place. I hope I have explained this in a way that makes sense. Thanks for reading and all help is appreciated.

As this is a case of something that worked before but no longer does, have you tried deleting the Preferences file? To start by ruling out if Elements is the culprit here? According to the Help file, . . .
Press and hold Alt-Ctrl-Shift immediately after Elements begins launching. Click Yes to delete the Adobe Photoshop Elements settings file.
If you find this key combo awkward, try this. Navigate the path below and delete the Adobe Photoshop Elements Prefs.psp file.
C:\Users\[username]\AppData\Roaming\Adobe\Photoshop Elements\7.0\Editor\Adobe Photoshop Elements 7 Prefs.psp
Note:
In order to be able to navigate this path, you need to set your folder options to show hidden files.

As this is a case of something that worked before but no longer does, have you tried deleting the Preferences file? I guess that is just too easy, so I never think of doing it first..............; I closed out Elements, deleted the preferences file, re-opened Elements, and all is back to normal = PROBLEM GONE !I even got smart several episodes ago and made myself a desk-top shortcut to the preferences file; I don't even have to "show hidden folders", or do any navigating, just click on my shortcut icon and I am there; so I really do not have a legitimate excuse for not thinking of doing it. Thanks once again, Sepiana, for getting me straightened out.
