I'm editing a picture and want to add a frame from the Grafics section. I'm in Expert mode. I'm dragging the frame over the picture with the top layer and it wont apply, it just say "Click here.. or drag a photo.." If I'm in "Quick mode" I can drag the frame over the photo and it will apply as I think it's supposed to, but there are only a few frames. What am I doing wrong?

I'll try and explain..
Open the image you want to work with in expert mode..
then
create a new image and select the dimensions you want to create it
then
apply your frame to your blank new image
then
drag from the bottom tab ( Show Open Files ) the first image you want to work with onto the blank frame..
hope that makes sense .. ;-)

I'm not sure I understand. This is what I have done before to make it work: I saved the picture I want as a JPG. Then, with any picture open, I drag the frame over the picture. Then I click in the frame and bowse to where I saved the picture. Then I can close the picture which was open, I have no need for it. Is this similar to what you are suggesting? What a hassle!! Oh, when I read it again, I think I understand. I have the picture in the photobin, and can drag it from there. I will try and see if that's working. Thank you so much!

Yes it worked, thank you again! It's not very logical though.

Marianne -
I do not experience your problem. I can either drag a frame over the image or double-click on the frame with the image open - both work.
Which version of PSE are you using?

I have Elements 12. It has been that way "always".
If I double click the "browser dialogue" opens.

Sorry, I don't have 12 so I can't check this for you.

I have version 13 and it works the same way Marianne has described when trying to add a frame - a very cumbersome process.

Hey, I just found a workaround! I do my editing in expert mode. Go into quick mode and add a frame there. Bring it into expert mode again, and click on the frame I want. Voilá! Not ideal, but not that much hassle as I did before.

I am not sure I understand what is going on but I don't have any problems with applying a frame from the Graphics panel in either Elements 12 or 13. Either dragging or double-clicking the frame will do the job. No need to create a new file as a workaround or switch to the Quick Mode and not a cumbersome process either.
Marianne, what do you mean by . . . "If I double click the "browser dialogue" opens."? Could you post a screen shot of the dialog box? Thanks!

I have the picture I want to add a frame on (the giraffe) I drag the frame on top I double click in the frame. The dialogue to pick a picture pops up.

Thank you, Sepiana. I just want the frame to frame the picture in the first "drag".

I have the picture I want to add a frame on (the giraffe) I drag the frame on top I double click in the frame. The dialogue to pick a picture pops up. I tested different images and different frames in both Elements 12 and 13. I used both methods -- dragging or double-clicking the frame. No such dialog popped up.
I noticed you are on a Mac. I wonder if this makes a difference.
