A few days ago Adobe released ACR 10.4 for Photoshop CC. As of this writing, it looks like this update has not made its way to PSE 2018 (Help>Updates). Fortunately, 99jon, ACP & MVP, has provided a workaround -- a manual installation. You will find the Camera Raw .8bi file you need and the instructions how to install it in PSE 2018 in . . .
Photoshop Elements 2018 ACR10.4
Note of Caution:
After you install this ACR update, don't go to Help>About Plug-In>Camera Raw to check if you have this update. If you do that, the Editor will crash and PSE 2018 will shut down. Do this instead, . . . first open an image in the Raw Converter, bring it into the Editor, and (close it if you want to). VoilĂ !

Hi Clive,
I hope you made a backup of at least the Photoshop Elements application first, so that in case you encounter any issues in the future you can easily go back to before the "manual" update of ACR.
Hopefully your update will be ok.

BTW, I installed this update in two copies of PSE 2018. No problems!
If by any chance you have problems, just remove the ACR 10.4 .8bi file and put the old one back in the same folder.

Thanks Bailey and Sepiana. Saved the original camera raw file to the desktop. Will have to be a bit more aggressive with deleting new image files as the Sony ARW (Sony's raw extension is ARW) images are 48 MB. Chews up space fast. Because the IQ is so good out of the new camera I've been shooting jpegs since April and processing the good jpegs in the "old" ACR anyway. Under good lighting it's impossible to see any diff between jpegs and ARWs. Raw is superior when lighting is not so great. Going to shoot raw for most images again. Sure appreciate this update Sepiana. That's why I registered here...to get info on the updates. Paid off. Thanks, Clive
