I hope I can explain this... In E7, regardless of what tool I am using, I have always been able to press the space bar = whatever tool becomes the "Hand" = I can move my image around to a fare-the-well; release the space bar and the tool immediately returns.
Not so in E12, at least not so for me.
In E12, some tools will allow the above explained capability; --- selection tools WILL NOT.
In my quest to learn this Refine Edge business, I have just finished making a most tedious rough selection in E12, requiring me to really zoom in, and thus requiring a lot of panning around.
With any selection tool, when I press the space bar, the tool cursor does become the "Hand"; however, I can't do anything with it; the image will not budge.
I have to press H,move the image, and then hunt for and activate whatever selection tool again, rinse and repeat about a thousand times.
Surely this behavior is not typical for E12.
I searched in "Preferences" and could not see anything that suggested I could add/remove this capability.
Is it just me ?

I don't have 12, so I'm not sure, but have you tried "Reset all tools"?

EDIT = UPDATE : Tried Reset Tool and Reset All Tools several times to no avail. If I have a selection tool active, it will work until I actually apply the tool and begin the selection, then it just freezes up and will not allow me to space-bar>pan --- in order to pan, I must switch from the selection tool to the Hand.

It just occurred to me that this is not the only machine we have with E12; when I have more time after while to be experimenting around, I will see if it works on one of the other machines. That will narrow it down as to whether it is a general E12 problem or specific to my machine.

This problem has been reported across Adobe apps. The culprit can be found in the way keyboard shortcuts are used by other apps; sometimes this can interfere with the keyboard shortcuts in Elements. The usual suggestion is . . . quit/exit other running apps one-by-one until the problem disappears.
One of the most common culprits is your browser. Do you by any chance use Chrome? Chrome is "famous" for this kind of interference. Try quitting/exiting this browser. Then, check Elements to see if the problem is gone. Also, do you have the latest Chrome version installed? Older versions are prone to create this problem.
Other potential suspects . . .
- a wireless mouse - interference from a tablet such as Wacom - the Trackpad or Touchpad

Yes, I do; Chrome is a two-edged sword = very good at what it does, but bad in all the bad ways; FireFox has went down the sewer; I am slowly migrating to Pale Moon. Funny you should mention that; I was poking around in Amazon yesterday when Chrome just went white for a few seconds and closed itself; when I moused down to the task-bar and clicked it open again, I had a brand-new Chrome that I don't particularly care for. I wish people would leave things alone and quit "improving" them. We have at least half-a-dozen of them, keyboards as well; I don't see how they can work and not interfere with each other, but that doesn't ever seem to happen. I do use an UGEE. Thanks for raising this question, BuckSkin Although I use PSE v14, I also have v12 and have had this same issue for some time. Now, thanks to Sepiana, I have discovered that, by closing Firefix, their is no problem Thanks to you all

I have discovered that, by closing Firefix, their is no problem Thanks so much for chiming in; as, I hadn't yet taken time to dig into this; and, your comment has brought my browser from person of interest to prime suspect. I am assuming "Firefix" is FireFox. Chrome is usually open at all times; I will recreate the problem, close Chrome, and see if the problem is gone. Although I do still have FireFox, I only ever open it on rare occasions; it used to be my favorite browser; however, the last few improvements have made it about useless, so I guess Firefix is a more suiting name as it certainly needs to be fixed.

When I first open it, it takes forever to load and then flashes all the desktop and task-bar icons, as if the machine were restarted. Response is slow as mud. It constantly nags to be updated; I can update it and as soon as I get it back up and running, before I get the first page up, it is telling me I need to update again. And did I mention slow; everything about it is slow. When I first started using FireFox, I was really impressed; it could access sites where other browsers had failed; and fast, it was quick as a cat. My problems with it are not machine specific as we have it on three of our machines and the problems are on all of them; two Win7 Pro and one Win7 Home Premium; all 64-bit with fast processors. Currently, I am using Chrome most of the time, but Chrome has gotten to where it gives up much too quickly and shows the "this site cannot be reached" page instead of giving it another second to let the connection be made. Chrome has also gotten to be a resource hog, with all manner of things running in the background.

Firefox runs smooth as silk for me on Win 7.
