At one point in time I was educating myself on PS scripting, but that is the piece that I was missing.

The Photoshop and hence Photoshop Elements applications are object orientated. To be able to create meaningful scripts you need a reference to the application's object model so you can see the objects' properties and methods assigned to them.
The CS6 Javascript reference guide is actually quite good imo.
