I might have to finally upgrade this year. I'm still running PSE13. I get the full Photoshop version because I have the CC subscription (for Lightroom), but it is generally so much more than I need. I'm much more comfortable in PSE.

But I don't think I'll be jumping ship from Adobe real quick as well. I just need a good RAW and image editor and preferably integrated with a video editor which PSE is with Premiere Elements but doesn't have to be.
The features and power/capabilities of my PSE 14 with Elements+, especially the scripting capabilities, tick all the boxes for me atm .

Based on the reviews I have read thus far, I won't be jumping on the band wagon to buy this. PSE15, along with Elements XXL, has more than met my needs.

It's much too soon to comment on the PSE2019 version, but I'd like to stress that if you look at the System Requirements, what is new is that in Win or Mac, the minimum RAM is still 4 GB, but with (8GB recommended).
- My first test was on a low spec (6 GB) computer. I was extremely disappointed with the performance, with many glitches and unexpected delays in changing viewing modes in the Organizer for instance. And that even with disabling the 'automatic' features I don't need anyway.
- I am just back home with 8 GB and some more power. In a number of cases, PSE is much more responsive while some other ones are slower than before. A few intermittent glitches (not reproducible every time).
My guess is that the performance increase in the announcement is linked to a severe change in the way memory is managed in the various modules and background tasks. In previous versions, users with powerful configs were disappointed and had even more issues than those with normal ones. It appeared that the Win 10 update bug had the unexpected and positive effect that the workaround seemed to solve their issues. Watching the system use in the task manager shows that things are changing.
So, if some of you have been courageous enough to use the trial version on various configs, it will be very interesting to compare your results.
If you have a mere 4GB RAM and want to take advantage of the 'fancy' automatic features, be sure to test the trial version before buying . It's possible that users with a lot of RAM will find the increase of performance a good reason to upgrade.

I also use PSE14 with Elements+ and am totally satisfied. So far, there are no reasons for me to upgrade PSE or switch to the CC version at $120/year.

Michel, thanks for your input! Your advice should be heeded; this new recommended RAM requirement should be taken seriously.
I installed PSE 2019 on two machines with 16 GB RAM. Quite a performance! It is like PSE on steroids.
I helped a friend of mine install PSE 2019 on a small laptop with 4 GB RAM. It is a nightmare -- poor performance, slow-going, glitches galore. Fortunately it was the trial version.

Not sure about this Awhile ago I recall you saying there is no difference between a Full version and Upgrade Version. The only difference between the two is the price. So now, are you saying the PSE 2019 30 day trial version is different to full version? Doesn't sound correct to me.

I am afraid you missed the point.
My friend is fortunate because he got the free trial version so that he could test the waters (as I advised him to do). If it doesn't work for him, no harm done. It would have been different if had purchased PSE 2019 without trying it first. Yes, he could get his money back but he would have to go through the whole process.
That's why it is so important to heed Michel's advice.
If you have a mere 4GB RAM and want to take advantage of the 'fancy' automatic features, be sure to test the trial version before buying .
