Interestingly, this is the only interesting feature for most of our friends in this forum. Well hidden among serious arguments for beginners.
Adobe does not want Elements to be an opportunity to downgrade to a perpetual model for Creative Cloud subscribers.

We have already mentionned that Elements 2019 now has 8 GB RAM recomended requirement. Necessay for all the new 'automatic' intelligent features.

Also already discussed, waiting for more feedback. That is probably true for comfortable configs, not so with only 4 GB RAM.

What's new is that the 'user to user forum' has been promoted to be supported by team members. You can easily verify that those team members are really more present than before.

What is NOT in this FAQ paper is that for us serious (advanced?) Elements users, is that Adobe is investing a lot in Elements to guarantee the future.
- Expert users will still have the serious and mature features we all like
- There are real efforts to gain performance and chase bugs.
- We still can enjoy many free or affordable add-ons
- Some of the automatic features may be really useful (the very smart text search, the automatic tagging in addition to the conventional one in the organizer for instance).
- We still have a perpetual license model and I don't get the misleading comparison between the cost of the Creative Cloud subscription (€120 /year) vs the upgrade version (€ 81,60 every 3 years for instance, 4 times less...)
