Outside black border with inside grey border,i could make these the correct width etc somehow for my liking. I would then use this as a template where when i open a photo i can then position it behind the frame so its then seen

To roll your own (these are general, I'm posting from a pc without PSE): Create a blank layer sized for the black Create a blank layer sized for the white Select size for insert and delete Merge layers Save as png - that maintains a blank in the middle

Hi, can you advise where it shows on PeterJ post, select size for insert & delete ? To roll your own (from my pc with PSE 18 loaded): 1) In edit module select a new blank file, choose black and desired size ... see posted image 2) Create a blank file sized for the white 3) Select all of the white and paste into black, merge these two layers
4) Use marquee tool to select size for image to be inserted 5) From edit menu select cut
6) Save as png - that maintains a blank in the middle. (the middle is blank, shows incorrectly on-line)

Thanks. I will try that tomorrow. When I then add a photo will it need to be dragged out and guess at what point it’s edges then touch the border or will it resize itself to suit ?
Thanks.

The frame or the photo can be resized. If your photo is not close to the size it's probably better to resize the frame.
FYI, in the editor you may also choose "Guided" - look for Frame Creator

The easiest way I can think of to reproduce the frame in your OP is simply 2 steps. 1. Increase the canvas size for the grey border using Image->Resize->Canvas Size by however much you want. 2. Increase the canvas size again for the black border using Image->Resize->Canvas Size by however much you want. The image on the right demonstrates the result of the 2 steps. To make a template you can use again, I know of two options: 1. If you have PS you could create an action. You can run actions in PSE but not create them 2. If you have Elements+, an interactive script can be created to run the above 2 steps to create the frame around the image. Hopefully one of the members who do scrapbooking can suggest other options.

I would then use this as a template where when i open a photo i can then position it behind the frame so its then seen Hi ipbr21054, try this.
1. Create a new document -- transparent background. (File>New>Blank File). 2. Create a new blank layer. 3. Select>All (Ctrl/Cmmd-A). You will see marching ants around your image. 4. Edit>Stroke (Outline) Selection. Enter the stroke Width and Color (Gray). For Location select Inside. 5. Select>Deselect (Ctrl/Cmmd-D). 6. Repeat Steps 2, 3, 4, and 5 but this time choose a smaller Width for your stroke and the color Black. 7. Add a Drop Shadow layer style (Soft or Low Edge) to the frame layers. 8. Save your file as PSD to preserve both the background transparency and the multiple layers. NOTE:
The advantage of having the stroke on its own layer is that it gives you more flexibility in editing. You can change its color, width; apply a bevel, texture, etc. If you decide you don't want the stroke, just delete this layer.
