As of November 30, 2018, the Map module will stop working in Lightroom 6, Lightroom CC 2015, and Lightroom Classic CC 7.0. You will need to update to Lightroom Classic CC 8.0 to be able to use the Map module.

Same for Elements 2018. Only PSE 2019 supports maps via another supplier than Google.

Yes - the changes that Google Maps have made to their API pricing as well as the requirement to have a key for all API calls to Google Maps have messed up a lot of applications. I keep running across web sites that used to show a Google Map but now have a blank screen or a very basic map with words like Development Use Only written over it. You can get a key from Google if you are willing to offer up a credit card and you do get $200 worth for free which would cover most personal uses but whether that would let you get access to the maps in older applications I don’t know.

And PSE v14. I started the Organiser this afternoon after arriving home from a couple of days away and got a little pop up saying Maps is no longer available.
I have never used the Maps features and so just clicked the "Do not show this message again box".

Tony, earlier today I came across the same when visiting some sites. No Google Maps, just a blank screen.
