I downloaded it for a 30 day trial and it worked without any issues.
I assume you checked that you meet the minimum requirements.
I decided to not purchase it and have since deleted it.

I tried installing it today and it doesn't work. The program runs, then just dies. No error messages. I had a similar problem with a different program. I installed it on four 64-bit Windows 7 machines; two being Home Premium and two being Pro. The program loaded and worked fine on the Home Premium machines. On the Pro machines, it would either show the splash screen and disappear without opening, or open just long enough for me to think it was going to work and then just disappear. In my endeavors to get the problem sorted, I found a lot of people were having the same issue on Windows 7 Pro and Windows 10 Pro. The program's support people finally discovered it was a missing DirectX that Home Premium had and Pro lacked. They sent me a link to a download for the DirectX package; I installed it and the program has worked perfectly ever since. It may be that you have a similar situation.

Earlier today I installed this update on two computers (Windows 7 and 10). No problems! It works just fine both as a standalone and as a plug-in to Photoshop, Lightroom, and Elements. You may want to check these ON1 troubleshooting suggestions re launching problems. These suggestions should also apply to the current version of Photo RAW.
Troubleshoot Launching Problems
If the problem persists, you may want to contact ON1 Support. I remember once there was a similar problem with one of the updates even when the computer specifications were above and beyond the minimum requirements. ON1 went back to the drawing board and shortly afterwards released a patch to fix the problem.

Photo Raw 2019 ran fine - it was just the update that wouldn't take. I followed all their troubleshooting steps, including completely uninstalling the product and removing traces of it, and now I can't get it installed at all. I've contacted tech support.
I really like the product, but this is one of the reasons I won't make the switch from Adobe. I have my issues with Adobe, but their products are far less problematic for me.

Update - After some more troubleshooting I fixed it by clearing out my temp files. An old-school fix that seemed to do the job.

Running Win 10 on a desktop with PR 2019 installed - the upgrade to 2019.1 worked perfectly for me. Happy to see You have sorted your issue Andy!
