Just spring clouds on a cool afternoon. After photographing the turtles in the valley some clouds rolled in so I drove a few km south of town before going to Costco. Some rain showers came down, but most of these are virga clouds and evaporated before landing. (At home we had a real soaker for 30 minutes or so.) This is a ~160° pano from four images. The contrast and colors have been jazzed up and the clarity slider increased the midtone contrast..or something.

Quite a cloud formation.....can see why you went for a pano for full effect.

Is that what a whirlwind would look like?

"Is that what a whirlwind would look like?" These are almost windless and harmless clouds. That downward mass in the center is just virga... rain showers that mostly evaporate before getting to the ground. "Google images" virga. Dramatic skies (harmless and otherwise) are always interesting.
There are some about again this afternoon although it's a bit breezy.
